(Original Caption) North Viatnam's Premier Phan Van Dong (shown in 1967 file photo) rejected May 24 what he called the stupid arguments of the United States for reciprocity, mutual deescalation and mutual concession in the Vietnam War. A brief summary of his 37-minute speech to the North Vietnamese national assembly in Hanoi was broadcast in Vietnamese by Hanoi Radio and monitored in Tokyo. Photo ran 5/24/68.
