Actor and technology venture capitalist Ashton Kutcher tells members of the Senate Foreign Relations Committee that technology is just a tool but the user provides the will, such as that an airplane enables mass global transit but can also be flown into buildings, in the way is group is developing tools to disable the dark web, where a network of traffickers coordinate transit, and warehouse graphic images.
